Debian/Ubuntu: Fix efibootmgr
The -p argument to efibootmgr specifies the partition number. I failed to update this from 3 to 2 when I changed the partition layout. Reported-by: Chen Yufei <cyfdecyf@gmail.com> Fixes #9490
