Giuseppe Di Natale 3f2da6cb73 Prevent commitcheck.sh from running twice 
A stray semicolon was causing commitcheck.sh
to run twice when running make checkstyle.
Updated regexes for matching tagged lines.

Giuseppe Di Natale cb524aa23a Commit message format in contributing guidelines 
Add the need to have a commit message with a specific
format to the contributing guidelines. Provide a script
to help enforce commit message style.
