Don't open zfs control device exclusively
With the FreeBSD platform changes that were made for #10073 it is no longer necessary on FreeBSD to open the control device exclusively to get onexit callbacks invoked. Reviewed-by: Brian Behlendorf <behlendorf1@llnl.gov> Signed-off-by: Matt Macy <mmacy@FreeBSD.org> Closes #10076
