Retire HAVE_CURRENT_UMASK and HAVE_POSIX_ACL_CACHING
Remove ZFS_AC_KERNEL_CURRENT_UMASK and ZFS_AC_KERNEL_POSIX_ACL_CACHING configure checks, all supported kernel provide this functionality.
