Enable QAT support in zfs-dkms RPM 

Enable QAT accelerated gzip compression in zfs-dkms RPM package when
environment variant ICP_ROOT is set to QAT drive source code folder
and QAT hardware presence.  Otherwise, use default gzip compression.
